Analysis of Bill SB26-022 “Challenges Meeting 2030 Emissions Reduction Goals”
This bill proposes extending the deadline for Colorado greenhouse gas emissions by 10 years for certain utility companies. While this may decrease electricity rates in the short term, the bill increases the likelihood of long-term social damages associated with air pollution.
Analysis of Bill SB26-072 “Increased Penalty for Vehicular Homicide & Assault”
This bill proposes increased penalties for vehicular homicide associated with distracted driving. However, it does nothing to deter distracted driving before it results in death. To create lasting change, the state should increase fines for distracted driving, deterring drivers before their behavior leads to fatal consequences.
Analysis of Bill SB26-117 “Permissible Methods of Selling Lottery Tickets”
This bill proposes banning the sale of lottery tickets online. This would reduce the social damages associated with gambling addiction. However, this bill should be amended to limit the amount of lottery tickets an individual can buy. This would more directly deter gambling addiction.
Analysis of Bill SB26-114 “Spirituous Liquor Manufacturer Sales Rooms & Other Alcohol”
This bill proposes allowing an additional sales room location for distilleries. This increases the likelihood of exacerbating harms related to alcohol use. In order to more directly address these harms, the State should allow for these additional sales room locations without increasing the density of alcohol outlets.
